In an effort to more fully integrate ESL strategies into all classrooms, RIDE is encouraging teams of teachers, including general education teachers who have ELLs in their mainstream classrooms, guidance counselors, coaches, and administrators, to attend these workshops based on the topics covered and intended audience as outlined in the detailed description for each event. These trainings are designed for all educators ? not only ESL/Bilingual Education specialists.

Registration for live-onsite training workshops is required in order to ensure adequate space is available for all participants. In the event that capacity is reached at the training site, all non-registered participants will be turned away. The online registration page is located at http://www.ride.ri.gov/applications/ridecalendar.aspx. Select the training event from the calendar and follow the registration instructions. Participants can use their eRide account to register or create a workshop registration account from the website.

Miscellaneous Information

The WIDA English Language Proficiency Standards are aligned with Rhode Island's Grade Level Expectations (GLEs) and Grade Span Expectations (GSCs). The GLEs and GSCs are posted by subject and grade level at http://www.ride.ri.gov/Instruction/gle.aspx or as complete copies at http://www.ride.ri.gov/Instruction/gle.aspx. Educators must use the WIDA ELP Standards along with the GLEs and GSCs to combine the expectations of language with academic content.

Rhode Island has recently developed and adopted new state-defined required exit criteria. The new criteria are posted to the RIDE ELL website at http://www.ride.ri.gov/applications/ell/who-are-ells/ri_ells.php. There are three required exit criteria:

1.

ACCESS for ELLs®
OR
NECAP Reading
Literacy Composite score ≥ 4.5 AND
Comprehension Composite score ≥ 5.0
score ≥ Level 3

2. Any three of the following criteria:

  • Passing grades in all core content classes (as reflected on mid-year or end-of-year report card)
  • ESL/bilingual Education teacher recommendation
  • At least two general education core content teacher recommendations
  • At least three writing samples demonstrating skill not more than one year below grade level
  • Score on a district reading assessment not more than one year below grade level as defined by the publisher or the district

3. The student is in grades 1-12 (Kindergarteners are not eligible for exit)


Rhode Island no longer requires that LEAs assess ELLs who are in monitor status with the ACCESS for ELLs. However, each LEA is responsible for maintaining a formal, comprehensive, and uniform process for monitoring former ELL students' progress during two full school years immediately following exit from the English language instructional program in accordance with Rhode Island Code Title 16, Chapter 16-54 section L-4-17. This process should include collecting and evaluating such indicators as course grades, formative and summative assessments results, class participation, and teacher and parent observations to determine if language proficiency is a significant factor in preventing a former ELL from fully accessing the general academic program.
